We exploit the unexpected announcement of an immediate, temporary VAT cut in Germany second half 2020 as a natural experiment to study spending response unconventional fiscal policy. use survey and scanner data on households’ consumption expenditures their perceived pass-through tax change into prices quantify its effects. The led substantial relative increase durable 36% for individuals with high pass-through. Semi- non-durable also increased. According our preferred estimates, policy increased aggregate by 34 billion Euros.
